  1. In a small bowl, whisk together the soy sauce, oyster sauce, hoisin sauce, cornstarch, and water. Set aside.
  2. Heat the vegetable oil in a large skillet or wok over medium-high heat. Add the garlic and ginger and cook, stirring, for 30 seconds or until fragrant.
  3. Add the beef to the skillet and cook, stirring occasionally, until browned and cooked through, about 4-5 minutes. Remove the beef from the skillet and set aside.
  4. In the same skillet, add the red and yellow bell peppers, broccoli, carrots, and red onion. Cook, stirring frequently, until the vegetables are tender-crisp, about 3-4 minutes.
  5. Return the cooked beef to the skillet with the vegetables. Stir in the prepared sauce and cook, stirring, until the sauce has thickened and evenly coats the beef and vegetables, about 2-3 minutes.
  6. Remove from heat and garnish with green onions and cilantro, if desired. Serve the beef stir-fry over steamed jasmine rice.
